It'll probably be a lot of factors combined. The bid will probably have to be acceptable to the player, the club, the agents involved etc. It's nowhere near as simplistic as a lot of us think (myself included).

That's was not the intention! But With 2 or 3 Top Clubsinterest in the Same Player , there seem to be that Grey Area , Douglas Costa was rumoured be looking to Playing for Chelsea and working with JM . Bayern Signed Him . I hardly ask Questions if you have noticed
This was just me having insight on how Player Transfer Really Work Am Sure Its Not Like "Football Manager" this is Real People , who might have Personal or Financial Interest or anything of that sort That's all

Douglas Costa wanting to play for Chelsea and us wanting him are two different matters. There were lots of whispers that the 'Bossman' wanted to bring him from Russia but that was not what 'others' wanted. They had every chance and I am glad it did not happen as it takes time for players from that league to adapt. We need someone with height that can be a target for crosses at that is not Costa's strong point.
