Chelsea have agreed to meet the €30 million ( £22 million) buy-out clause with Barcelona for Attacker Pedro, 27.

It will not be like that. In Spain, if u meet the buy out clause - you need to pay tax. I read from other sources that 2 teams will try to diminish the clause and come to the most suitable price.

I also believe that ed02 has said before that buy-out clauses usually only apply within the same country. So the clause would only apply to Spanish sides

Surely that's rubbish about the release clause? Chelsea met Diego Costa's buyout clause.

Chelsea agreed to a fee which was the same as his buyout if i'm not mistaken.

A buy out clause literally means the player has to pay a figure to buy out the rest of his contract. At which point he'd technically be a free agent. the buying club would reimburse/pay the player the figure but it becomes horribly expensive with taxes etc. So in general, clubs usually agree to match the figure.

A release clause is entirely different. I believe it can be activated by any club. But not entirely sure.

It's also mandatory in Spain that players have a buy-out clause. Which is why we often see players with exorbitant buy-out figures such as Ronaldo having a £1bn buy-out clause.
