Have Everton entered the race for koulibaly? If so, have they placed an offer?

Did Napoli ever accept an offer from Chelsea for the same player?

I meant do Everton have a genuine interest to sign the player and have they made an offer to Napoli? Or is this media garbage? Also any update on whether Napoli accepted an offer from Chelsea for the player? Thanks in advance mate.
