Considering players (like Denis Zakaria for CDM role; and Skriniar, Jose Gimenez etc. For CB role) that are or could be available in this transfer window, I think it’s not a good idea- signing Rice as a CDM and I feel it’s even a worse idea signing Rice as a central defender.
But if Chelsea is signing Declan Rice for his versatility, that sounds like a better idea but not at the price ~60m+ he’s being touted for.

Put it this way I’d rather pay 60m for Rice than Chilwell. If Rice joins a lot of Chelsea fans will be eating there words with him in less than 6 months I think. Rice is mentally strong and a leader whereas I have massive doubts over Chilwell. People just think of West Ham being poor and haven’t watched Rice. Car tick and Ferdinand were in a poor West Ham side and look how their careers ended. Similar to Andy Robertson at Hull.

WC68; you’re on point about Declan Rice being mentally tough, that is the quality I really admire in him; and that mental toughness is what I think Chilwell doesn’t have.

I rate players based on their abilities of what skills they offer on the pitch. Like I posted earlier, Rice wouldn't have been hotly mentioned here if he was not English and I believe we should be looking at players on merit and not sentiments. Some even don't know where he could play but just want to sign Rice. I'm concerned about the amount bandied around as that can get us a more proven performer that will take us forward.
Quality over quota/ sentiments.
