Apparently. And I'd take this with a pinch of salt, havertz rice and chillwell have all informed there clubs they want to move to chelsea this summer, I'm sure there clubs said "yeah no worries, good luck, take care ".

Erm, sometimes players want to move and will inform their clubs of their decisions. Why is that such a shock? It would then be up to the club to either sell them or try and persuade them to stay.
Rice wants the Chelsea move - why wouldn’t he? Play CL football, play in same side as his best mate.
Havertz - We all know that he wants out and wants a move to Chelsea. No shock there.

We’re apparently deep into talks with havertz and apparently agreed personal terms so I get, but players who we haven’t bid for or talking to going to there club and saying they want to leave to come to us, the idea the clubs will just be like “ oh ok yeah course we’ll ring Chelsea now and get the ball moving “.

Just because a player wants to move doesn't mean he will move. Look at Zaha, every year he wants to move but Palace's asking price is too high for it to happen. If a buying club wishes to pay the amount then its fine.
Chelsea deems it fit to pay a very high fee for Havertz and therefore the player's wish to move and making it clear to his club is important. Chelsea seem very happy to pay very high for him. In contrast, Sancho wanted Chelsea initially but the club thought the overall package was ridiculously high and now it looks like Man Utd will sign him.
I really don't expect moves for Rice or Chilwell at all unless the selling club reduces its demand massively. Similar to the Oblak scenario where the fees are extortionate.
I don't think Rice or Chilwell are in the bracket of a super talent like Havertz so in my opinion I agree with the club.
