I'd imagine he's rated extremely highly. At least I hope so since he's an absolute stud in the making.
I think he'll want to get some game time at first team level after Christmas as he spoke about wanting to make Belgium's squad for this summer's European Championship. Hopefully that'll either come through playing for our 1st team (unlikely) or through a loan.

I really doubt chelsea would let him go. I also really doubt the kid honestly thinks he wants to leave for first team football when he wouldn't get in uniteds team or PSG. Only thing I can think is he's good friends with Hazard and this whole pushing for a move might have influenced him?

There's also rumours on transfer centre that Loftus-Cheek might leave on loan. I'd be disgusted if he left on loan better than Cesc and Ramires for me at the moment.
